Kaldor-Hicks Criterion

Definition

An efficiency test: a change is an improvement if winners could in principle compensate losers and still be better off. Doesn't require the compensation to actually happen.

Example

A trade deal that boosts national income passes Kaldor-Hicks even if some workers lose out.
